Some repositories may offer an option to increase the capacity per dataset by mutual agreement. Alternatively, such a dataset can be kept on the cloud and made available to a specific interested party by mutual agreement. The reasons for keeping data closed should be properly explained in the data management plan, the metadata file (which should also be made available in this case) and, if requested by the grant provider, in other documents as appropriate.
